The Municipality of Huron East recognizes the responsibility to provide good government in an open and transparent manner.  Whenever possible the Municipality will engage with its stakeholders throughout the decision making process in an open, visible and transparent manner to the public.

Below are just some areas in which the Municipality adheres to its Accountability and Transparency Policy.

 Code of Conduct

A Code of Conduct for Council was adopted in 2019 and applies to all members of the Municipality of Huron East Council, Committees and Local Boards.

Aird & Berlis LLP has been appointed as the Integrity Commissioner.

The Code of Conduct serves as a reference guide on ethical behaviour when members are acting in their official capacity, and supplements legislative standards and parameters within which members are obligated to conduct themselves.

Making a Complaint

Anyone can make a complaint by following the proper procedure outlined in Appendix B of the Code of Conduct. The below outlines the complaint procedure:

  • Complaints can be made by filing a sworn/affirmed affidavit directly with the Municipal Clerk or Integrity Commissioner.
  • When a complaint is filed with the Clerk, the Clerk will forward the complaint to the attention of the Integrity Commissioner, without added comment, as soon as possible.
  • A complaint shall not be made available to the public except as may be required under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) or as completed by Order of Court.

Form 1 - Complaints regarding contravention of the Code of Conduct

Form 2 - Complaints regarding contravention of the Municipal Conflict of Interest Act

Ombudsman and Closed Meeting Investigations

The Municipality of Huron East has appointed Aird & Berlis LLP as the Closed Meeting Investigator and Ombudsman.

The Closed Meeting Investigator receives and investigates reports about closed meetings.

The Ombudsman receives and investigates any decision or recommendation made, or act done, or omitted in the course of the administration of the Municipality and its local boards.

 Access to Information

The Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) gives you the right to ask for access to municipal government information.  MFIPPA also protects the privacy of personal information and gives you the right to request your own personal information that is held by the Municipality.

The Municipality makes every effort to provide appropriate access to our records, but in some cases we cannot give access to certain records or parts of them because MFIPPA includes some limited protections for information holdings.  For example, the Municipality may be required to protect the rights of another person or organization.  Visit the Freedom of Information page for further details.
