Water and Sewer Lead Hand

The Municipality of Huron East is a progressive and growing municipality of approximately 10,000 residents. The successful applicant will report directly to the McKillop Office (Winthrop) under the supervision of the Water and Sewer Foreman. The Water and Sewer Lead Hand is responsible for the overall leadership, administration, operation, maintenance, and regulatory compliance of the Municipality's water distribution and wastewater collection systems. The successful candidate will supervise Water & Sewer staff, coordinate daily operations and emergency response activities, oversee capital and maintenance projects, administer regulatory programs, and ensure the delivery of safe, reliable, and efficient municipal water and wastewater services in accordance with all applicable Provincial legislation and industry standards.
What We're Looking For
- Diploma or degree in Environmental Technology, Environmental Science, Civil Engineering Technology, Public Works, or a related field.
- Minimum Class I Water Distribution and Supply License, working towards Class II.
- Minimum Class I Wastewater Collection License, working towards Class II.
- Valid Ontario Class G Driver's License with a satisfactory driver's abstract (DZ license considered an asset).
- Minimum of 5 years of progressively responsible experience in municipal water distribution and wastewater collection operations.
- Minimum of 2 years of supervisory or leadership experience, preferably within a municipal public works environment.
- Demonstrated experience supervising staff, scheduling work, mentoring employees, and managing departmental operations.
- Extensive knowledge of the Safe Drinking Water Act, Ontario Water Resources Act, Drinking Water Quality Management Standard (DWQMS), Wastewater Systems Effluent Regulations, Occupational Health and Safety Act, and other applicable legislation.
- Experience administering DWQMS, regulatory reporting, compliance monitoring, and Ministry inspections.
- Experience planning and coordinating preventative maintenance programs and responding to water and wastewater emergencies.
- Strong understanding of municipal water distribution, wastewater collection, and underground infrastructure construction practices.
- Experience managing contractors, reviewing engineering drawings and specifications, and overseeing municipal capital projects.
- Proficiency with Microsoft Office and experience using GIS/ArcGIS, asset management software, and computerized maintenance management systems is considered an asset.
- Strong leadership, communication, organizational, and problem-solving skills with the ability to make sound operational decisions under pressure.
- Current certifications in Working at Heights, Confined Space Entry, Trench Safety, Fall Arrest, WHMIS, and First Aid/CPR are considered assets or must be obtained within a specified period of employment.
