Budget and Finance
The municipal budget is a key document that outlines Council’s priorities and service levels for the year. It details anticipated expenditures, projected revenues, and the amount to be raised through property taxation, which is then used to calculate the municipal tax rate. These funds support essential services like infrastructure, emergency response, waste management, and community programs.
Council receives quarterly financial updates, and an independent audit is conducted annually, with a Financial Information Return (FIR) submitted to the Ministry of Municipal Affairs and Housing and Housing for performance evaluation.
Budget
Every time your street is plowed, your garbage or recycling bin is collected, you visit a park or arena, or your streetlights turn on, you are witnessing your tax dollars at work. Municipal budget decisions set the funding for important infrastructure, programs, services, and facilities we depend on to maintain our quality of life.
The Finance Department's primary responsibility is to manage the financial resources of the municipality in an accountable and fiscally trustworthy manner that is legislatively compliant with provincial and federal policy decisions and statutes.
The Huron East budget is prepared on an annual basis and is made up of the following:
Operating
The revenue in this budget is primarily from property taxes and user fees. The budget covers the daily expenses for municipal services and programs. Some examples are road maintenance and repairs, snow removal, community services and programming, by-law enforcement, and fire and police services.
Capital
The revenue in this budget can be from property taxes, reserves, development charges, debt, grants and co-share with others, such as the county or developers. The capital budget provides for the construction of new assets or rehabilitates existing ones, including roads, sewers, watermains, bridges, fleet replacements and more.

Asset management
The Strategic Asset Management Policy provides the Municipality with clear guidelines and processes to achieve asset management objectives.
The Asset Management Plan helps the Municipality make the best possible decisions regarding the construction, operation, maintenance, renewal, replacement, expansion and disposal of infrastructure assets while minimizing risk and cost to taxpayers and maximizing service delivery.

Financial reports
The Municipality's financial statements include all assets, liabilities, equity, revenues and expenditures that are under its care and control. Financial statements are audited yearly by a professional accounting firm to ensure that they provide an accurate presentation of the Municipality's financial position.
Financial reporting is completed to help with decision-making and increase public accountability and transparency.
The Financial Information Return is prepared annually and submitted to the Ministry of Municipal Affairs and Housing.
