Speak Before Council

Everyone is welcome to attend open meetings of Council. A delegation is an opportunity to present to Council on matters significant to you and your community.

Delegation guidelines

In order to speak to Council during a meeting you are required to submit a delegation request form. Requests are due to the Municipal Clerk by 4:30 p.m. the Wednesday prior to Council meeting. A schedule of upcoming meetings can be found on our Agendas and Minutes page.  Once received you will receive a confirmation email. 

Any requests that are received after the deadline are reviewed and must be approved by the Mayor. 

Delegations are to appear in person, unless the meeting is moved to virtual format.  Any requests for a virtual attendance can be made through the Clerk. 

If you wish to submit any material, please submit it with your delegation request.  Any information that is provided to Council will be part of the public record, therefore be aware of any personal information that is provided. 

Delegations will receive ten (10) minutes to address Council, followed by any questions or comments.  All delegations must behave appropriately and use proper speech and language when speaking.  The Mayor, or chair, has the ability to expel any person who violates these expectations from the meeting. 


What to expect

After you have been confirmed as a delegation, you will be added to the agenda under 'Public Meetings/Hearings and Delegations'.  The agenda is posted the Friday before the meeting to our Council Calendar

When it is your turn to be heard, you will be called to the podium by the Mayor.  Please state your name and proceed with your delegation.  Council may then proceed to seek clarification, provide comment or ask questions as a result of the information being presented or request being made.   

If you are providing handouts we ask that these be provided to the Clerk, in advance of the meeting, so that it may become part of the public record. 

Once your delegation is complete you may return to your seat. 


What happens next 

A delegation is meant to provide information to Council.  After hearing your presentation Council is not likely to pass a motion or make a decision on a matter, unless the item of discussion is being heard later in the agenda. 

If staff are directed to prepare a report on the subject matter, this will be brought forward to a future meeting.  Once staff have the report finalized the Clerk will reach out to let you know which meeting the report is being presented.  

Once a delegation is heard, they must wait six (6) months to appear on the same matter, unless there have been significant changes to the information.
