Committees and Boards

Committees provide advice and recommendations to Council on a variety of issues, including heritage, recreation and economic development.

About committees and boards

Each Committee and Board have at least one Council member and works with Huron East staff and Council to improve services and programs in Huron East. 

When positions become available, for citizen members, we invite you to take the opportunity to serve on a committee or board to play an active role in shaping Huron East's future.  All vacancies will be posted as they become available. 

A Code of Conduct for Citizen Appointments has been developed for non council members as a general standard for all citizen appointed members to ensure they are acting in a manner that is appropriate with the respective board and/or committee.

Huron East committees and boards

The Administration Committee consists of five (5) members of Council. 

The purpose of the committee is for staff to seek guidance and/or direction on complex matters, prior to being brought to Council for consideration and meets on an as needed basis.

  • Councillor McGrath

The Economic Development Committee consists of three (3) members of Council and four (4) business representatives which consists of:

  • Chair of the Seaforth BIA
  • a Brussels business representative
  • a manufacturer
  • a Huron East, at large, business representative

The purpose of this committee is to advise and consult on the strategic initiatives of the Economic Development Strategic Plan. 

The committee meets four times a year, or as needed.

The Heritage Committee consists of one (1) member of Council and four (4) to six (6) members of the public.  

The purpose of the committee is to advise Council on matters related to the Ontario Heritage Act (including maintaining a register of heritage property in the municipality), and recommendations on received/reviewed heritage building applications. 

The committee meets on a as needed basis. 

Appointed Councillor:

  • Councillor Wilbee

The Personnel Committee consists of five (5) members of Council. 

The purpose of the committee is limited to pay equity discussions, recommendations to Council for the annual cost of living increase, employee policy updates/annual policy reviews. 

The committee meets on a as needed basis.

The Recreation Advisory Committee consists of five (5) members of Council and:

  • one (1) member of Morris-Turnberry Council
  • one (1) member of West Perth Council
  • four (4) citizen members of Huron East

The purpose of the committee is to identify and improve recreation opportunities at all public facilities and parks throughout Huron East. 

The committee meets four (4) times a year or on an as needed basis.

The Walton Landfill is a Board that meets on an as needed basis to govern the operation of the landfill owned by the municipality.  Members consist of two (2) members of Council, landfill attendants and various Huron East staff members.

The Water and Sewer Committee consists of five (5) members of Council. 

The purpose of the committee is more technical in nature and meets the legislation requirements on reporting of statutory reports on the water systems.  

The committee meets four (4) times a year or on an as needed basis.

Other committees and boards

Huron East has several other committees and boards which have Council representation but are not necessarily governed through the municipality.  

Huron East has three (3) Cemetery Boards to guide the operations of the following cemeteries:

  • Brussels Cemetery 
  • Cranbrook Cemetery
  • Mount Pleasant Cemetery

Each board consists of volunteer committee members and one (1) member of Council and are governed by their respective cemetery by-laws, approved by the Bereavement Authority of Ontario.

  • Councillor Newell (Brussels Cemetery)
  • Councillor Diehl (Cranbrook Cemetery)
  • Deputy Mayor McLellan (Mount Pleasant Cemetery)

Huron East has two Community Development Trusts, one in Brussels and one in Seaforth. Membership consists of the applicable ward Councillors and five (5) citizen appointments for each Trust. 

Huron East Council appoints the members, with every term of Council, however the Trusts are governed by their applicable by-law and the Trustee Act. 

The purpose of each Trust is to manage the hydro reserve funds in accordance with the Municipal Act and Municipal Restructuring Order creating the Municipality of Huron East. 

Each trust uses the reserve fund to promote health, safety, morality and welfare for the former Village of Brussels and the former Town of Seaforth.

  • Councillor Fisher (Seaforth)
  • Councillor Steffler (Seaforth)

Huron East has several smaller community halls and sports field that are operated by volunteer committee members and consists of one (1) Council member per hall/sports field.   

Community hall and sports field committees operate through the Community Hall and Sport Field Committee Terms, which guides budget discussions and operations of the various centres.

  • Deputy Mayor McLellan (Ethel Community Centre and Minor Ball)
  • Councillor Wilbee (Walton Community Hall)
  • Councillor Dalton (Walton and Winthrop Park)

The Seaforth BIA is a non-profit organization established through the Municipal Act, for the purpose of revitalizing and maintaining Seaforth's dynamic downtown to promote the area as a business and shopping destination. 

Seaforth Businesses within the BIA act as members and one (1) member of Council is appointed.
